ABSTRACT; The developments in the production, transportation and communication technologies in the present century have increased the production of goods and services on the one hand and accelerated the orientation towards effective promotion and marketing tools. Technological developments have created “international fair cities” by transforming the locations where the fairs, as a publicity means addressing to five senses, have been organized; and these developments have resulted also in that by enlarging the participation and visiting geographies increasingly, the fairs have transformed into information-management organizations in which countries have demonstrated their trade policies and production capabilities through sectors. In this study, it is considered that Turkey, as a country trying to overcome the middle-industry and middle income levels in terms of development, has advantages to increase its export and tourism incomes in a sustainable way and advertise itself in place by integrating its production and airways transportation facilities and organizational capabilities in “International Fairs” which will be organized in a systematic approach method in Turkey. In this study, field investigations and findings reached by academic opinion and information fairs in Turkey is evaluated from the perspective of how to develop system approaches. “Turkey International Fairs Management System” fair system of Turkey within the scope of the model and actor has tried to expose the roles of these actors need to be restored. As a result, for the development of exhibition industry in Turkey; It has been claimed that Turkey can be an important fair country in the medium term with the the establishment of Fairs Coordination, Statistics and Audit Committee, implementation of international direct flights partially to Anatolia, and the identification of international fairs to be held in 50 sectors with priority in exports.
