The concept of management, as old as human societies, attained Scientific Principles at the beginning of the 20th century (F. Taylor, 1906. H. Fayol, 1916). During the last 100 years of development, sociology, psychology, biology, information and communication technologies and new theories have participated in management processes. At the beginning of the 21st century, public administrations, cities, sectors and business units need suitable “Modern Management Theories” for their success.
